Notice on the Procedures for applying HDC for the Beijing 2022 Winter Olympics & Paralympics Athletes and Participants

To ensure the safety and convenience of all Olympics and Paralympics athletes and participants in training, competition and work during the Beijing 2022 Games, and protect the health and safety of the general public, Olympics and Paralympics athletes and participants are suggested to follow the Beijing 2022 Playbooks and required to apply for a Health Declaration Certificate (HDC) before leaving for China. For the full text of the Beijing 2022 Playbooks, please check the website: https://www.beijing2022.cn/wog.htm?cmsid=MHI2021121300585100


I. The tests for Olympics and Paralympics athletes and participants need to take before applying a Health Declaration Certificate (HDC):


1. If you are fully vaccinated without any previous COVID-19 infection.


You need to take two PCR tests on two separate days (with a minimum 24-hour interval), one PCR test is within 96 hours of departure of the last leg of your flight to China, another PCR test within 72 hours. The test can be done in a regular designated clinic, the list of which can be found in Attachment at the end of this notice.


2. If you are fully vaccinated and have previously been infected with COVID-19.


Submit the following to Beijing 2022 (phs_1@beijing2022.cn) for review, at least eight working days before your planned departure:


(1) Medical/laboratory certificates (in English) that prove your infection and recovery (including dates of infection and recovery) .


(2)An application form your CLO will give you.


(3)If your recovery is within 30 days of your planned departure, negative test results from two PCR tests taken with a minimum 24-hour interval at any time after your recovery .


Beijing 2022 will review the submitted documents within five working days and inform you whether you are eligible for travel to China.You will be eligible to travel if you provide all documents and information as outlined above. Once approved, Beijing 2022 will return the application form signed and stamped.


If you are eligible for travel, take two PCR tests on two separate days within 96 hours of the departure of your flight to China (final leg of the flights, if you are travelling indirectly).


3. If you are not fully vaccinated and have not previously been infected with COVID-19.


(1)Take two PCR tests within 96 hours (with a minimum 24-hour interval)of the departure of your flight to China (final leg of the flights, if you are travelling indirectly).


(2)Take an immunoglobulin (IgM) antibody test within 72 hours of the departure of your flight to China (final leg of the flights, if you are travelling indirectly). This IgM antibody test must be taken at a testing provider approved by Chinese Embassy.


4.If you are not fully vaccinated and have previously been infected with COVID-19.


Submit the following to Beijing 2022 (phs_1@beijing2022.cn) for review, at least eight working days before your planned departure:


(1)Medical/laboratory certificates (in English) that prove your infection and recovery (including dates of infection and recovery)


(2)An application form your CLO will give you


(3)If your recovery was within 30 days of your planned departure, negative test results from two COVID-19 (PCR) tests taken with a minimum 24-hour interval at any time after your recovery.

If your documents are incomplete, Beijing 2022 will request additional information. Once approved, Beijing 2022 will return the application form signed and stamped.


If you are eligible for travel:


(1)Take two COVID-19 (PCR) tests on two separate days(with a minimum 24-hour interval)within 96 hours of the departure of your flight to China (final leg of the flights, if you are travelling indirectly).


(2)If your recovery was within 30 days of your planned departure, take an IgM antibody test within 72 hours of the departure of your flight to China (final leg of the flights, if you are travelling indirectly). This IgM antibody test must be taken at a testing provider approved by Chinese Embassy.


II. About HDC application.


The HDCapplication website is https://hrhk.cs.mfa.gov.cn/H5/


You need submit:


1. First page of passport, PVC card(both sides)or China visa with invitation letter issued by Beijing 2022.


2. Required test reports.


3. Vaccine certificate. 


4. If you have previously been infected with COVID-19, you need to submit with an application form provided by CLO and stamped by Beijing 2022 (phs_1@beijing2022.cn).
